Hillary Clintons Education Plan

By: Linda Murphy

Hillary Clinton has been endorsed by the National Education Association (NEA), which is the nation’s largest teachers’ union. Yet her statements about education today as a candidate for President are very inconsistent with her work and record over many years. Her undeniable philosophy and agenda for federal control of education is well documented and is at the heart of her education plan.

Teachers have left the profession in droves because of the federal regulations that kill teaching and learning. The NEA union leaders know all of this, of course, and yet stand with her and the Democrat Party regardless of what she says or does. They "toe the party line" and tell their members Hillary is the only candidate who supports public education. Teachers, who are members of the NEA, as always, are largely being duped by the campaign rhetoric and by their NEA leaders. Those who aren’t duped feel trapped and have a tremendous battle on their hands if they go against the flow and oppose Clinton openly but they can vote their own conscience in the privacy of the voting booth.

Donald Trump is proving his commitment to his promise on the campaign trail that he will “return education to the local level.” Trump’s choice of Dr. Bill Evers, Stanford University, to serve on his education team shows clearly that he is standing strong for local control of public education. The following statement is a quote from Dr. Evers who is a long time advocate for local control of education: “15,000 local school boards are better than either

51 state school boards or a single federal office.”

In direct opposition to Trump and Evers strong stand for local control is Hillary Clinton’s plan for Centralized Control of “Lifelong Education and the Economy” as one integrated system. My own experience with Hillary Clinton’s plan began over 20 years ago while Bill Clinton was President and I was serving in Gov. Keating’s office.

In 1995 I attended the National Governors Association (NGA) meeting for the Education Advisors to Governors in Chicago. The top education “reformers” of the day were there to bring all the states together and solicit support for their programs. One of the presenters was Marc Tucker, president of the National Center on Education and the Economy (NCEE) which is funded by the Carnegie Foundation.

I had done my research on Tucker and was ready to reject the Clinton-Tucker agenda, which I had the opportunity to do and was quickly joined by the advisors from Virginia and New Hampshire. My statement that Oklahoma would not be implementing the Clinton plan drew a sharp rebuke from North Carolina Governor Jim Hunt’s advisor and confirmed my belief that we were being drawn into an agreement with President Clinton that would be used for political license to push the Clinton-Tucker plan in each state.

Marc Tucker had worked hand-in-hand with Hillary Clinton in the 1980s while she was first lady of Arkansas and continued working with them in Washington DC when Bill Clinton was elected President in 1992. Hillary’s education working group also included Michael (Mike) Cohen who was with Clintons in Arkansas and in the Clinton federal Department of Education. Cohen later became the director of ACHIEVE, the “non-profit” which wrote the Common Core State Standards sanction by the NGA while George W. Bush was president. Marc Tucker continued his work over the years at the NCEE and assisted Cohen on the Common Core State Standards. The progressive agenda to control education has been building for many years.

Hillary Clinton’s strategic plan for controlling education and the economy is consistent with the Globalist goals of the Organization for Economic Cooperation and Development (OECD), which openly states their opposition to national borders and support for centralizing control of education along with the economies of the globe. The OECD worked with the NGA when Janet Napolitano was the chair, as Governor of New Mexico. Together they wrote the benchmarks for education which preceded the development of Common Core State Standards.

Hillary’s globalist goals have recently been openly exposed through her own words in emails which are now released to the public, including this one showing clearly she wants to eliminate borders as part of her “economic prosperity” plan. “My dream is a hemispheric common market, with open trade and open borders, some time in the future with energy that is as green and sustainable as we can get it, powering growth and opportunity for every person in the hemisphere,” Clinton told Banco Itau, a Brazilian bank, on May 16, 2013.

The details of Clinton’s plan for education are outlined in a letter written to her from Marc Tucker in November 1992, following Bill Clinton’s election to the Presidency. The following is information taken from the Congressional Record and provided by Education Reporter: “On Sept. 25, 1998, Rep. Bob Schaffer placed in the Congressional Record an 18-page letter that has become famous as Marc Tucker’s ‘Dear Hillary’ letter. It lays out the master plan of the Clinton Administration to take over the entire U.S. educational system so that it can serve in the national economic planning of the workforce.

The ‘Dear Hillary’ letter, written on November 11, 1992 by Marc Tucker, president of the National Center on Education and the Economy (NCEE), lays out a plan ‘to remold the entire American system’ into ‘a seamless web that literally extends from cradle to grave and is the same system for everyone,’ coordinated by ‘a system of labor market boards at the local, state and federal levels’ where curriculum and ‘job matching’ will be handled by counselors ‘accessing the integrated computer-based program.’”

Tucker’s plan would change the mission of the schools from teaching children academic basics and knowledge to training children to serve the global economy in jobs selected by workforce boards. Nothing in this comprehensive plan has anything to do with teaching schoolchildren how to read, write, calculate to the best of their ability or to become knowledable in their constitutional liberty and guaranteed rights as American citizens.

Tucker’s ambitious plan was implemented in three laws passed by Congress and signed by President Clinton in 1994: the Goals 2000 Act, the School-to-Work Act, and the reauthorized Elementary and Secondary Education Act. These laws established the following mechanisms to restructure the public schools:

1. Bypass all elected officials on school boards and in state legislatures by making federal funds flow to the Governor and his appointees on workforce development boards.

2. Use a computer database, a.k.a. “a labor market information system,” into which school personnel would scan all information about every schoolchild and his family, identified by the child’s social security number: academic, medical, mental, psychological, behavioral, and interrogations by counselors. The computerized data would be available to the school, the government, and future employers.

3. Use “national standards” and “national testing” to cement national control of tests, assessments, school honors and rewards, financial aid, and the Certificate of Initial Mastery (CIM), which is designed to replace the high school diploma.

4. Designed on the German system, the Tucker plan is to train children in predetermined specific jobs to serve as resources for “workforce needs” and the global economy instead of providing the opportunity for a comprehensive education that would allow them to make their own life choices.
