Legislators Rated
After taking suggestions from many conservative leaders, the staff of the Oklahoma Constitution submitted bills to a vote of the members of the Oklahoma Conservative Political Action Committee (OCPAC) for recommendation of the ten key votes.
The pull-out in the center of this issue describes the votes used to calculate the conservative ratings, the scores of all legislators, and the specific votes cast by each legislator.
The Top Conservatives and the Top Liberals were selected by their scores on the Index. Making the Top Conservative Legislators list were those lawmakers who scored 80%, or better. On the Top Liberal Legislators list were those who made less than 20%.
THE TOP CONSERVATIVES
Two legislators, both in the House, scored a perfect 100% conservative rating this year. They were Jason Murphey (Guthrie), and Mike Reynolds (OKC). Mike Ritze (Broken Arrow) of the House scored 93%.
House members who made 90% included Sally Kern and Charles Key, both of Oklahoma City. In the Senate, 90% conservative scores were registered by Randy Brogdon (Owasso), and Anthony Sykes of Moore.

THE TOP LIBERALS
Two legislators, one from the House and one from the Senate, earned conservative scores of zero to lead the Top Liberals list. They included Wallace Collins (Norman), of the House and Johnnie Crutchfield (Ardmore), of the Senate.
Other legislators who scored dismal scores of less than 10% conservative included Joe Sweeden (Pawhuska) of the Senate with a 6%, and Jeannie McDaniel (Tulsa) of the House with a mere 9%.

The House members who could only muster a 10% conservative was Jubar Shumate of Tulsa. Thirteen percent scores were earned by Senators Mary Easley (Tulsa), Earl Garrison (Muskogee), Jay Paul Gumm (Durant), and Andrew Rice of Oklahoma City, and House members Mike Shelton (OKC) and Glenn Bud Smithson of Sallisaw.
